In teaching, schools and other educational institutions shall promote the use of Putonghua and standard characters that are common throughout the country.
Their level of Putonghua should not be lower than Level 2. Graduates of normal colleges and universities who fail to pass the Putonghua standard should postpone their graduation certificates.
Teachers of all types of schools, kindergartens and other educational institutions must have a level of Putonghua not lower than Class 2, among which Chinese teachers, modern Chinese teachers and teachers of Chinese as a foreign language are not less than Class A, and Mandarin teachers are not less than Class 1.
The standard level of Putonghua is divided into three grades and six grades. Grades and grades are quantified and scored out of 100 points. Among them, first grade A is 97 or higher, first grade B is 92 or higher and 97 or lower, second grade A etc. The score is between 87 and 92 points, the second grade is between 80 and 87 points, the third grade is between 70 and 80 points, and the third grade is between 60 and 70 points.
By 2010, Putonghua has been prevalent throughout the country, and the dialect barriers in communication have been basically eliminated. Citizens with middle or higher education have the ability to speak on the phone, and use Putonghua consciously when necessary. Article 19 of the Constitution of the People's Republic of China stipulates that the state promotes Putonghua, which is universal throughout the country.
Many laws, including the Law of the People's Republic of China on Regional National Autonomy and the Education Law of the People's Republic of China, have proposed the promotion and use of Putonghua. More importantly, the "National Law of the People's Republic of China" came into effect on January 1, 2001. This is China's first special law on languages and characters. It stipulates the legal status of Putonghua and standard Chinese characters as the national language.
